In a government organization few employees will have the courage or honesty to disobey their bosses, especially senior officials.\
However these senior officials have no right to expect citizens and civilians to tolerate their lies, in particular, when money will be involved.
If a government official does not want to pay any expenses falsely claims to own the assets of a private citizen, he or she is involved in a fraud and abusing the powers for personal gain or hatred
Due to poor systems these officials are allowed to get away with the fraud and harmless citizens are the greatest victims
